The Honorable Jesse Ventura
Governor of Minnesota

Dear Governor Ventura:

Attached is a copy of a letter to the Indiana Department of Insurance relating to the filing of fraudulent financial statements and examination reports by MONY and the New York Department of Insurance. Citizens of Minnesota have been the victims of a substantial fraud. Your own insurance department has looked the other way while thousands of individuals have been victimized.

The laws in your state require the filing of accurate financial statements accompanied by the opinion letter of "INDEPENDENT ACCOUNTANTS" and that a proper examination of the company is done every 3 to 5 years. The 1992 audit of MONY revealed $600,000,000 in illegal transactions. The 1997 audit was a fraud and contained the signatures of two examiners who have stated they never saw the audit.

The Mr. Brown example shown in the letter to Indiana is but one of the many ways that your citizens were defrauded. The Attorney Generals for New York and Connecticut ( Spitzer and Blumenthal) have both claimed that fraud was involved in the Dairy Farmer plan sold by MONY agents that resulted in a $2.43 million dollars in restitution and fines by MONY. Neither the New York nor Connecticut Departments of Insurance along with Governor John Rowland were able to produce an accurate and properly opined financial statement for MONY.

Will you help me obtain an accurate and properly opined financial statement for MONY or a letter stating that none exists in Minnesota? Your help will be greatly appreciated.

Respectfully,

R. Dale Abshire
